Call your Representative about the two bills.

Both the GRANITE Act (H.R.10174) and the HOMEFRONT Act (H.R.10309) sit in the House Judiciary Committee. Neither has been scheduled for a hearing. The most useful thing a constituent can do this week is ask their Representative — especially if they sit on Judiciary — to co-sponsor and to publicly ask Chairman Jordan for a hearing.

On September 14, 2026, the U.S. District Court for the District of Columbia dismissed 4chan’s constitutional challenge to UK Ofcom’s enforcement of the UK Online Safety Act on foreign sovereign immunity grounds. The court did not decide whether Ofcom’s conduct was lawful. It expressly declined to decide whether Ofcom violated the plaintiffs’ First Amendment rights. And it pointed to Congress as the only body that can change the result. GRANITE and HOMEFRONT are the answer to that invitation. Both bills close the FSIA gap and would let Americans threatened with foreign censorship on American soil obtain relief in an American court. The question is upstream of party alignment: no American should have to answer to a foreign censor for exercising rights guaranteed by the First Amendment. House Judiciary members can push Chairman Jim Jordan to schedule hearings directly. If your Representative is on the committee, saying so on the call meaningfully changes the ask. The current committee roster is available on the House Judiciary members page.

Why this matters — from the coalition.

Every American who publishes online is, functionally, a “service accessible from the United Kingdom.” Under yesterday’s ruling, that means every American who publishes online is functionally reachable by any foreign regulator that wants to fine them, with no American court to challenge it.
